统筹城乡发展的实践与反思——对厦门岛外郑坂社区“金包银”工程的考察

Practice and Reflection on Integration of Urban and Rural Development: An Inspection on "Jin Bao Yin" Project in Zhengban Community of Xiamen

近些年为消解城乡二元分割结构和扭转城乡发展的极度非均衡,中央相继提出科学发展观、统筹城乡发展、构建和谐社会的主张。位于东南沿海的厦门结合本地实际,积极在岛外推动"旧村改造、新村建设"和"金包银"的实践,加快岛外城乡统筹一体的进程。文章通过以郑坂社区的实践为例,总结厦门岛外统筹城乡发展的特性,分析其存在的问题与不足,并提出对策与建议。

In order to remove the split of urban - rural dual structure , and of urban - rural , in recent years , some important propositions such as the extremely non - balanced development concept of scientific development, integration of urban and rural development, the construction of a harmonious society, have been proposed. Xia- men, Located in the southeast coast of China, actively puts ＂ old village transformation, new village construction＂ and ＂Jin Bao Yin＂ project into practice , according to local realities, so as to speed up the integration process of urban and rural areas outside and inside Xiamen Island. By inspecting the practice of Zhengban Community, this paper aggregates the characteristics of integration of urban and rural development in the outside of Xiamen Island, analyses of its problems and shortcomings, and at last, also puts forward countermeasures and suggestions.
