摘要
球场暴力是盛行足球运动的国家普遍面临的一个问题。在英意德等国,或者把其规定在不同的法律中,或者制定专门的立法。对足球暴力的处罚,既涉及刑事法问题,还涉及民事责任以及行政管理方面的法律问题。尽管如此,球场暴力问题还是没有得到完全根除,因为产生暴力问题的社会根源不可能在短时期内消除。
The problem of football hooliganism is a common question in football-popular countries,such as in the UK,German and Italy.In those countries,there are a lot of laws involving the control of football hooliganism,either in different laws or a specialized anti-hooligan law.Not only does the football hooliganism relate to penal law,but also concerns civil as well as administrative laws.
