本文从盐城电视台节目稿件处理的现状出发，结合盐城电视台非线性编辑网络的特点，讨论了一种利用网络技术和数据库技术实现电视台节目稿件处理信息化和内外网同步的方法，阐述了整个平台的设计思路、系统构架、实现方法、主要功能。

From the current situation of program manuscript processing by a local TV studio, combining the feature of non -linear editing network, this paper presents the discussion on the method of how to process TV program manuscript by use of the network and data base technologies for the synchronization between internal network and external network.
