摘要
技术性贸易壁垒以其自身存在的合理性和必要性,逐渐成为了阻碍国际贸易发展的新壁垒形式。众多技术性贸易壁垒形成机制的观点,指出了它的保护主义实质。从双寡头模型和新政治经济学视角分析基于贸易保护目标的技术性贸易壁垒形成机制,认为需要政府制定政策规避对生产者和消费者的风险与损失。
Recent years, technical barriers to trade have gradually become a new trade barrier because of its rationality and necessity. The thesis summarizes the shape mechanism of technical barriers to trade, and pointes out its protectionism quality. Then, it analyzes such mechanism from a duopoly model and new political economics.
