This article provides an analysis of six factors which play key roles in formulating a work safety management system aimed at realizing a sustained and healthy development of coal mine safety. The six factors in focus include work safety responsibility system, prevention of major accidents, input on work safety, education in work safety, work safety management, work safety supervision and inspection and work safety appraisal and work safety performance related awarding/punishment system, etc.
