摘要
对改革开放以来,我国农村普遍实行的以家庭承包经营为基础的统分结合的双层经营体制进行了研究,分析了家庭承包经营的绩效,实行家庭承包经营具有必然性和广泛的适应性等问题,并提出了建设社会主义新农村的政策建议。
Since the reform and opening-up in the late 1970s,China＇s rural areas generally perform the unified and decentralized management system based on the system of the household contract responsibility（SHCR）, which has brought great promotion of rural reform, and notable changes in China＇s rural areas. This has brought historic change in China. It is nesserary and possible to promte SHCR. It is an important approach to stabilize and improve SHCR and the unified and decentralized management system.
