摘要
研究了合理收益与合理收费标准的双重规制目标,分析了规范公路特许经营制度,健全公路收费标准形成机制等问题,提出了建立收益动态监管体系和政府调控机制等规制措施。
The paper puts forward the regulation idea to protect reasonable benefit and reasonable toll rate and some regulation measures, such as perfecting highway concessionaire operating system and formation mechanism of the toll rate, forming a dynamical system of regulating the benefit and the controlling mechanism of governmental inspection.
