促进中国农村人力资本积累的公共政策分析

An Analysis of Public Policies toward Promoting Accumulation of Human Capital in Chinese Rural Areas

人力资本是经济发展中的重要因素,通过脱离生产的教育和干中学等方式,可以实现人力资本积累并达到宏观经济上的共生和发挥微观上的外溢效应,进而取得经济上的综合效应。当前我国正以社会主义新农村建设战略来推进农村经济发展,但由于人力资本在投入结构和使用方面存在问题,制约了经济的进一步发展。因此,从投入方向、政府责任、教育层次和投入资金筹集等方面来完善和促进我国农村地区的人力资本积累公共政策正合时宜。

Human capital is one of the important factors of of human resource capital and made comprehensive effect duction, and also we can realize the economic paragon as economic development. We can achieve the accumulation by learning in practice and educating independant of prowell as microeconomic effect in this way. At present, the construction of new countryside has been in force to promote the development of rural economy. However, there exist some problems in the aspects of input, structure and usage of human capital, which retard the rural economic development. In conclusion, it is the time that our government should perfect public policy of human capital accumulation from the aspects of direction of input, government＇s responsibilities, the system of education and the financing.
