外出务工农民返乡创业形成了新的发展趋势,必须从新农村建设的全局性、根本性和长期性研究外出务工农民返乡发展。返乡发展内含着返乡创业,返乡创业只是返乡发展的一部分;返乡发展意味着返乡创业者不仅要创业,还要参与到农村经济、政治、文化、社会和基层党组织建设之中去,成为新农村建设的新型主体。
