摘要
本文以区域生态系统服务功能和自然资产的相关理论为支撑,提出了"培育自然资产,重建系统功能,拓展环境容量"的生态建设与经济发展双赢模式。即假设环境保护和经济的发展可以双赢,则人们就可根据区域生态系统的发展需求,对自然资产的双重功能进行利用和培育,最大的整合自然资产的资源价值和功能价值,使环境容量得到拓展,从而达到双赢。
A win-win mode between ecology construction and economy development was advanced on the basis of ecosystem service function and natural capital＇s theory, which is ＂cultivating natural capital, restoring system function and expanding environmental capacity ＂. When supposed the feasibility of win-win theory, people can utilize and cultivate the double function of natural capital according to development demand of regional ecosystem, fulfill the most conformity of resource value and function value of natural capital, expand environmental capacity, and come to win-win finally.
