The Political Orientation of Russian Energy Resources Seen from "Natural Gas OPEC"——a Visual Angle of International Political Economics

石油天然气能源已成为俄罗斯崛起的战略基础。俄罗斯可能正在寻求建立一个天然气联盟。通过运用国际政治经济学的相关理论,对俄罗斯的能源政治机制和能源外交模式进行分析,可以认为俄罗斯政府已经获得了在能源生产领域的"结构性权力",并利用这种权力来推行其能源政治战略。但在实施能源政治与外交战略的过程中,俄罗斯也受到多方面因素的掣肘。

Petroleum and natural gas energy resources have become the strategic basis of Russia＇s rise-up. Russia may have been seeking to set up a union of natural gas. Through analyzing the political mechanism and diplomatic mode of Russia＇s energy resources by applying the related theories of international political economics it is maintained that the Russian government has already obtained the structural power in the field of energy resources＇production and by using this power has been pushing its political strategy of energy resources. Nevertheless, in the process of enforcing its energy-resource politics and diplomatic strategy, Russia is restrained by factors of various types.
