浅谈财政直接支付方式对水利工程资金支付的影响

Impact analysis of direct payment on water project disbursement

随着财政国库集中支付制度改革的推进,水利财政国库集中支付改革工作取得了一定成效,但水利工程在实行财政直接支付过程中还存在问题。根据近几年水利工程财政直接支付情况,提出优化直接支付范围、减少直接支付审核环节、完善相关制度、加强财政专员办建设等建议。

Along with the reform in the collection and payment of the national government finances in China, emerging problems are appearing in the implementation of direct payment, despite of achievement made in the reform of centralized payment of the national finance. Suggestions are made to optimize the scope of direct payment, increase efficiency, improve management system and strengthen the capacity of the financial supervision office, taking the practice and issues related to direct payment in recent years into consideration.
