石津灌区用水户参与灌溉管理实践探讨

Practice of participation irrigation management in the Shijin Irrigation District

石津灌区已成立17个具有独立法人资格的用水户协会,管理灌溉面积占灌区自管有效灌溉面积的60%以上。在总结以往用水户参与灌溉管理的基础上,提出要进一步加大宣传和培训力度,明确协会对工程的所有权、使用权和管理权,希望国家加大末级渠系投入力度,切实加强用水户参与灌溉管理。

There ware 17 Water User Associations （WUAs） as independent legal entities established in the Shijing Irrigation District. The irrigated areas managed by WUAs reached more than 60% of the total effective irrigated areas that managed by Irrigation District. In order to improve participation of water users in irrigation management, it is suggested to raise awareness and strengthen capacity building. The ownership, right of water use and management of WUAs need further clarification and the government should increase input on the construction of end-canal system.
