在中华苏维埃共和国时期,毛泽东对苏区的政权建设特别是基层政权建设进行了卓有成效的探索,他将基层政权建设摆在苏区政权建设的突出地位;着力推动建立人民群众广泛享有民主权利的制度框架;领导人民群众创造了符合实际的民主参与实践形式;坚持苏维埃政权为工农兵所有,为工农兵谋福利。这些做法,对当时、后来甚至今天我国的民主政治建设都具有指导意义。

During the period of Chinese Soviet Republic, Mao Zedong effectively explored the construction of regime, especially, grass - root regime, in the soviet areas. He attached primary importance to the construction of grass -root regime in soviet areas, promoted the establishment of an institutional framework in which the mass enjoyed a wide range of democratic rights, led the mass to create practical forms of democratic participation that conformed to the reality, and maintained a soviet regime by and for the workers, peasants and soldiers. All this has a great meaning to the construction of democratic politics at that time, later and even nowadays.
