公共服务外包理论应用于新农合是一种大胆的探索和创新。目前,新农合的运作由社保部门和商业保险公司管理的仅占到6%左右,而单纯靠卫生部门既办又管,势必会造成运行的高成本、低效率,随着"大卫生部"的建立,将为新农合的建设和发展创造一个更为良好的大环境,这也将给相关产业带来新的发展机遇。利用公共服务外包理论论述我国保险业涉足新农合的发展前景和良好预期。

It is a bravely exploration and innovation that the public service epiboly theory is used in the New Rural Cooperative Medical System （NRCMS）. At present, the operation of NRCMS by social security department and commercial insurance corporation is about 6% .It will be high-cost and low-efficient if health department answer for the operation and management at the same time. The development of ＂ big ministry of health＂ will create a better environment for the construction and development of NRCMS and will bring new chances for the relative industry. In this article the author discusses the development future and better anticipation about insurance coming into NRCMS in China.
