农村卫生服务的公平性与可及性障碍分析

Fairness and Availability of Barrier Analysis in Rural Health Services

运用社会学的调查研究方法,以在山西省太谷县的调查为主要依据,对实现农村卫生服务公平性与可及性的障碍因素进行分析和讨论。障碍因素主要来源于经济因素、体制性因素和心理性因素3个方面,但体制性因素是卫生服务公平性与可及性实现的主要障碍。当前排解障碍的有效途径,就是要明确公立医疗机构的公益性职能,强化基本医疗和公共卫生服务的公益性地位,在卫生管理体制上和财政投入机制上进行改革。

Using the sociological investigation and study method, take in the Shanxi Province Taigu County＇s investigation as the main basis, to realize rural health service fairness and availability barrier factor carries on the analysis and the discussion. Barrier factors comes mainly from economic factors, institutional factors and psychological factors of three aspects, but institutional factors is chief obstacle of fairness and availability realization in rural health services. Resolve the current obstacles to the effective ways is to clear public medical institutions of public service functions, strengthen the basic medical and public health services nonprofit status and carry on the reform in the health management system and financial investment mechanism.
