改进熵权系数法在基本农田指标分解中的应用

Application of Advanced Entropic Coefficient Method to Distribute Basic Farmland Guideline

提出了从控制下级行政区域基本农田减少量出发进行基本农田指标分解的方法,避免了直接对基本农田保有量指标进行分解造成的分解结果与实际情况不符的现象。通过改进熵权系数法,可以直接确定各行政区域基本农田减少量控制指标占上级行政区域基本农田减少量的比重,进而得到各行政区域基本农田保有量。以湖北省咸宁市为例,对改进的熵权系数法在基本农田指标分解中的应用进行了探讨。结果表明,用这种方法进行基本农田指标分解具有直观、科学和客观的特点,克服了以往基本农田指标分解中主观性较强的缺点。

Method of basic farmland distributing by controlling precincts＇ basic farmland decrement was discussed in this article. With advanced entropic coefficient method, proportion of precincts＇ basic farmland decrement to whole district＇s was explicitly calculated. And then, with this kind of proportion, precincts＇ basic farmland decrement and their quantities could be known easily. Taking Xianning city as a case, application of advanced entropic coefficient method to distribute basic farmland was discussed. The results showed that this method was intuitional, scientific and impersonal, and could avoid disadvantage of subjectivity which existed in traditional basic farmland distribution.
