摘要
科研机构的科学评价对资源的合理配置及科研产出的提高作用很大。但机构的不同领域、不同学科的特点使得机构之间难以比较,DEA正好是解决这一问题的有效方法。针对科研机构评价中应用标准CCR模型及其变形、偏好CCR模型等问题进行了分析,给出了解决方案,特别针对偏好CCR模型评价信息不够丰富的弱点,提出了偏好BCC模型,结合这两种偏好模型,可进行技术效率、纯技术效率、规模效率、规模收益状况的分析。最后将此模型应用于中科院高技术类研究所的科研相对效率评价,得出对决策者有启示的结论。
A scientific evaluation to research institutions not only can improve limited resources utilization, but also can stimulate research outputs expansion. But the characteristics of different fields and disciplines make it difficuh to compare with each other. DEA is an effective method to solve this problem. This paper analyzes the problems encountered when applying standard CCR model, its deformations and CCR model with preference information to research institutions, and gives the solutions. Particularly to overcome the weakness that CCR model with preference information can't supply enough evaluation information, this paper presents a new model-BCC model with preference information. Combining the two models, we can analyze the technical efficiency, pure technical efficiency, scale efficiency and return to scale. Finally we apply this model to evaluate relative efficiency of the high-technology institutions in CAS and get some conclusions which are useful to decision makers.
