公众、政府、专家--三重视角下的城市设计观

PUBLIC, GOVERNMENT AND EXPERTS: THREE DIMENSIONS OF URBAN DESIGN CONCEPT

哈尔滨市索非亚教堂周边地区整治工作已经完成,受到了广大市民和部分政府领导的称赞,但却被业内的一些专家称为"假面舞会",这种现象说明公众、政府、专家的城市设计观存在着一定的差异性,这种差异性为城市设计提供了不同的研究角度,只有清楚的认识到这种差异是什么,以及他们各自关心的焦点在哪里,才能更好的发展和完善城市设计。本文着重分析三者不同的城市设计观及视角特点,通过对城市设计发展目标及关注重点演变过程的总结,从城市文化,城市设计研究领域扩展及城市设计的作用等方面提出了一些思考。

The improvement of the surrounding area of Sofia Church in Harbin city has been completed, and it got praise from the citizens and some government officials, but was called the ＂masked ball＂ by some professionals. This phenomenon shows the different understandings of urban design among the public, the government and the professionals. The difference provides different research angels of urban design. Only when fully understand what the difference is and what their concerns are, can the urban design be well improved. This paper respectively analyzes the demands of the three groups in urban design. And by summarizing the targets and focuses of urban design at different development stages it provides some thoughts in the aspects of urban culture, urban design study fields and the function of urban design.
