摘要
贯彻落实科学发展观,构建保障和促进科学发展的新机制,不断提高国土资源对经济社会全面协调可持续发展的保障能力,必须培养和造就一支高素质的国土资源人才队伍。高度重视国土资源人才培养工作,加大人才资源培养开发力度,优化人才队伍结构,不断提高人才队伍的整体素质和创新能力,是摆在各级国土资源管理部门面前的一项十分紧迫的战略任务。在对5省(区)国土资源厅机关以及所属的14个市(地)、20个县(市)国土资源局机关的1553名公务员状况调查的基础上,分析了当前国土资源管理部门人力资源现状、存在的问题及其原因,提出了加强国土资源管理部门人力资源开发管理的对策。
In order to carry out scientific outlook on development,establish new mechanism of guaranteeing and promoting scientific development,increase land and resource providing capacity to social economic overall,harmonious and sustainable development,high professional qualified personnel must be trained and brought up.It is an important and strategical task for land and resource management departmensts at all level to pay more attention to personnel training work,strengthen the training of human resources,optimize personnel structure,increase constantly personnel professional capacity and innovation capacity.On the basis of the investigation to government office workwes in some provincial,municipal and county land and resource management departmensts,the paper analyzes the present situation of human resources in the land and resource management departments,existing problems and their causes,then puts forward some proposals in order to strengthen human resource management of the land and resource management departmensts.
