Constitutionalism belongs to political process and political status, which is based on the democracy, ensured by the rule of law, and taken the protection of human rights as the ultimate goal. It is certain ways and means, through which the citizens can intervene and influence the political decision-making. Citizen＇s political participation in the constitutional practice is an important element for building a socialist country ruled by law, can promote the process of socialist democracy, and ultimately contribute to a socialist political civilization.
