关于转变渔业增长方式促进社会主义新渔区建设的思考

Promoting the New Fishery Region Construction through transformation the fishery increase manner

本文重点从两个方面对通过加快渔业增长方式转变促进社会主义新渔区建设进行了阐述。首先,转变渔业增长方式不仅是加速我国渔业发展,增加产量、提高质量的必由之路,也是建设社会主义新渔区的现实要求;其次,通过转变渔业增长方式促进社会主义新渔区建设具体要求:优化资源组合,调整渔业产业结构;强化质量安全,推行健康养殖;要继续推进名特优新水产养殖;发展综合渔业和水产加工业;开拓国际市场;发展现代渔业;提高渔业科技创新能力等。

The paper has expatiated that the transformation of the manner of fishery increase is the realism requirement of the construction of new socialism fishery region. Under the new development situation, there must be a requirement of the homeostasis between the fishery production and the fishery resources, ecological environment, social demand, increasing of fishery farmers＇ income, therefore, the structure of fishery industry will be optimized continually and the quality of the fishery industry and level of its development will be continually increased as well. In addition, in order to realize the objective of construction of new socialism fishery region and develop modem fishery, we also should build high level demonstrating aquaculture exportation base and processing zone, build effective monitoring mechanism of seafood quality and safety, increase capacity of replying intemational trade volume, enhance protecting of fishery resources and environment, etc.
