摘要
波兰农业科技创新体系的目标是提升农业竞争力和提高农民收入水平,其主体是农业科研机构,有政府和农业科技中介服务中心作支撑,多种环境要素构成了发展的动力,整体上形成了一个"飞机型"结构模式。这个系统具有政策设计、研发实施、中介服务、研发融资和教育培训等多项功能。我国可借鉴波兰的经验,在政府引导和市场机制作用下,理顺农业科技创新体系中各要素间的关系,不断提高我国农业的整体发展水平。
Agricultural technological innovation system of Poland whose aim is to promote the agricultural competition power and raise the income level of farmers, and which is backed up by government and agricultural consultation service center. The system makes agricultural scientific research institutes as its main body and different kinds of measures as its impetus power. The system has formed the structure of ＂the airplane＂. Meanwhile, the system has the functions of policy design, research and implementation, agency service, research and financing, education and training etc. Learning from the experience of Poland, under the government guidance and market mechanisms, China must correctly handle the relationship between the elements of the agricultural technology innovation system, and constantly improve the level of agricultural development.
