摘要
水利人才是实现"科教兴水"的决定性因素,运用SWOT分析方法,从战略发展的角度,分析了我国水利人才开发的管理优势、劣势、机遇和挑战,结合水利工作的实际和人才资源理论,从水利人才资源发展的机制创新、结构调整和环境营造3个方面提出了促进我国水利人才资源发展的对策。
The water conservancy human resources are the deterministic factor for the realization of 'Vitalization of water by science and technology'. From the viewpoint of strategy, the superiority, inferiority, opportunity and challenge of development and management for water conservancy human resources in China were analyzed by use of the SWOT analytic method. Combined with the practice of water conservancy work and the theories of human resources, the countermeasures for the promotion of water conservancy human resources in China were put forward from the following 3 aspects: the innovation of mechanism, the adjustment of structure and the establishment of environment.
