以废水排放新标准促进造纸工业环境保护的新发展

New discharge standard of water pollutants makes the environment protection a new development in paper industry

新的《制浆造纸工业水污染物排放标准》将于2008年8月1日起实施,相对于现行标准,CODCr、BOD5、SS的排放指标降低了大约50%～70%,同时增加了色度、总氮、总磷、氨氮、AOX以及二恶英的排放限值,并对环境承载能力弱、需要特别保护的地区提出了更为严格的水污染物排放先进控制技术限值,新标准的颁布和实施将对造纸企业环境保护工作带来一定的压力。根据新标准提出的各项排放要求,造纸企业在进一步改进生产工艺水平的同时,在废水处理工艺和技术上应选择更加先进完善的废水处理技术,提高设备的运行管理水平,严格规范操作,以达到新标准的排放要求。新标准对于我国节能减排工作有着积极的促进作用。

The new pollutants discharge standard for paper industry will be carried out from July 1, 2008. The permitted discharge value for CODcr, BODs,SS is increased around 50%-70% and the pollutants of AOX,T-N,T-P and NH3-N are also involved in comparing with the old one. For some areas with a weak environment carrying capacity, the stricter discharge standard of water pollutants is made. In order to get to the request of the new standard, the pulp plant need to choose some advanced and consummate technology for the waste water treatment besides improving the technology level of the processes for the production. In the same time, the management for the equipment running for the waste water treatment is also need to improve. This will make a great contribution to the achievement for the energy conservation and pollutants control in our country.
