摘要
个人信息保护问题正在逐步从传统的隐私权范畴中独立出来,成为一个日渐重要的社会问题和法律问题。在这个过程中既有技术因素,也有逐步扩张的政府权力的影子。公共行政领域逐渐增长的对个人信息权利侵害的危险,指明了行政法规制的基本路径:从基本原则到具体制度以及在与行政信息公开制度的有效衔接中规制公共行政机关的个人信息行为。
Individual information protection is gradually shifting from the traditional areas of privacy protection to an important social and legal issues. Both technical factors and the gradual expansion of government power are among the basic reasons. Aimed at gradually increasing danger to individual right from public administration system. The paper discusses government how to effectively protect the individual information in public administration： by basic principles and concrete system and the effective linking to the system of administration information publication.
