Effluent reduction and to reach the new standard of the pollutant discharge are probably the most urgent tasks for the mills using wastepaper nowadays. In order to achieve the above targets, two sides should be strived by paper mills. One is effluent reduction, the other is to decrease the pollutant discharge. Therefore, enterprises should strengthen their management, perfect their technics, equipment and set up a sophisticated process design. Some detailed methods and measurements which can help us reach these goals were introduced in this paper.
