摘要
随着经济的快速发展,日益严重的交通拥堵已成为我国大中城市普遍的问题,也成为城市化进程中迫切需要解决的难题之一。道路拥挤收费作为一种缓解城市交通拥挤较为有效的交通需求管理的经济手段,受到了人们的普遍关注。基于杭州市的城市特点,道路网络和实际交通拥堵状况,论述了杭州市实施拥挤收费的必要性和可行性,并提出了杭州市拥挤收费的实施策略。
With the rapid development of the economy, traffic congestion has been even more serious in many cities in our Country, which is a fatal bottleneck of urban development. Congestion pricing is an effective measure of traffic demand management to relieve traffic jam, and has received extensive attention. Based on the analysis of the actual city feature, road network, and traffic condition of Hangzhou, this paper discussed the necessity and feasibility of congestion pricing in Hangzhou and put forward a specific plan.
