摘要
近年来,政府倡导组织再造、法令松绑,打破政府绝对权力的窝臼,完全以整体资源最有利的投入产出为策略目标,高速公路的建设亦跳脱初使的任务,发展为多目标的、环岛的路网,建设及管理预算经费亦从单一的政府挹注,演变为民间投资兴建(BOT),更将高速公路升华为衍生性资产,如不动产证券化、资产证券化,在公开市场经营,将国道高速公路建设管理基金的操作市场化,e政府与市场的结合,对于整体资源的配置,在大环境共生的条件下,逐渐谋和,ETC是从ITS发展出的系统,而IC Card(电子票证)亦有配合大众运输便利须求,在政府积极整合中,当时机成熟,后台(端)必定有运作空间。
In recent years, the government advocates reform of organization, untied regulation. Consequently, the absolute authority of the government is broken down. The most favorable investment/production of the whole resources was considered as the strategic objective. The construction of freeway transforms from its original goal to multi objectives and island-circling road network. The budget of construction and management develops from the sole government's investment to BOT. The freeway is considered as a derivative estate, for example making the real estae, and capital securities, managing in public market, marketing the state-owned freeway management capital, combining the e-government with the market. The allocation of the whole resources comes to be compatible in the circumstances of co-existence. ETC develops from ITS, and IC card is convenient in transportation. With the government's active measures, it will have a bright future.
