我国科技信用管理制度建设纵向考察

On the Construction of Scientific and Technological Credit Management System in China from the Historical Perspective

从历史发展的纵向角度,系统考察了我国科技信用制度的演变过程:从科学基金领域构筑阻挡不端行为的"三道大坝"开始,到科技部牵头制定规范科技人员行为的政策法规,接着提出在国家科技计划管理中建立信用管理制度。今后的工作重点应是进一步健全科研信用制度,加强科技信用管理,优化科技信用环境。

This paper first gives us a systematical review on the development of scientific and technological credit system from the historical perspective. It begins from exploring ＂three dams＂ embanked to prevent dishonorable behavior in the management of the national scientific foundation, to discussing the policies, laws and regulations advocated by Ministry of Science and Technology and made to standardize the behavior of the scientific and technological researchers. Then it puts forward the suggestion that the credit management system should be established in the management of the state sci - tech plan. Finally it points out that in the future the focus is to further improve scientific credit system, strengthen the scientific and technological credit management and optimize the scientific and technological credit environment.
