基于方法集的国防科技工业企业创新能力评价模型研究

Research on Comprehensive Evaluation Model of Innovation Ability of Scientific and Technology Enterprises in Defense Industry Based on Method Set

首先应用AHP法和德尔菲法构建了国防科技工业企业的指标集及其权重,再分别运用各种评价方法对其进行综合评价。模型对各评价结果进行事前一致性检验,在得到各方法评价结果具有一致性的前提下再运用三种组合评价模型对各方法的评价结果进行组合评价。为了衡量组合评价的结果与各评价方法的评价结果是否吻合,又应用Spearman等级相关系数进行组合评价方法的事后检验,并根据Spearman等级相关系数的大小,选出最优的组合评价方法。最后,运用此模型进行实证分析,以验证本方法的可行性。

Firstly, the article establishes a index set and their weights using AHP and Delphi method according to the characters of defense industry, secondly proposes a comprehensive evaluation model based on five kinds evaluation models. The model checks up the coherence of different methods. Then use comprehensive methods to get comprehensive results. Finally, the paper use Spearman correlation to select the best model. The paper also proved the utility of the proposed model through evaluating the innovation ability of 15 scientific and technology enterprises in defense industry.
