在中国,国有企业的治理是一个沉重的话题。中国的国情决定了国有企业将长期存在下去,不仅在垄断性行业,即使在竞争性行业也是如此。因此,中国的国有企业应该区分竞争性和垄断性两大类,分别采取不同的治理措施。对于前者,通过设计责任机制以解决内部人控制问题;对于后者,通过建立国有资本经营预算制度,以达到对其进行广义资本监管的目的。

Governance of state-owned corporation is a significant topic In China. As a result of the China＇s national conditions, the state-owned corporation will be there for a long time, not only in monopolistic industries but also in competitive ones. Consequently, China＇s state-owned corporations should be distinguished into two categories, namely, the competi- tive and the monopolistic ones, in order that we can take different measures to govern them. For the former, the issue of ＂insider control＂ can be resolved by designing the accountability mechanisms; for the latter, in order to regulate their capital, we should establish the state-owned capital management budget system.
