摘要
针对我国蓄滞洪区洪灾损失补偿现状中存在的问题,分析洪灾损失分散的三种方法,以此为依据构建了蓄滞洪区洪灾损失的分散模型,兼顾公平和效率,为蓄滞洪区洪灾损失补偿方式的完善提供了理论基础。
Three methods are proposed for decentralizing flood loss, under the examination of present status of flood loss compensation to flood storage and detention basins. A decentralized model is created based on the flood loss of flood storage and detention basins. It is regarded as fair and efficient that provides a theoretical base for improving flood loss compensation to flood storage and detention basins.
