摘要
嘉祥县通过实施小型农田水利工程财政补助项目取得了一些经验,同时也发现了一些问题。通过分析认为,要加强小型农田水利建设,必须逐步加大政府对农田水利基础设施的投入力度,推进小型农田水利设施产权制度改革,同时要加大政府的组织引导力度,促进农民用水户协会建设。
Experiences have been accumulated in financial subsidy of on-farm irrigation system development in the Jiaxiang County. Lessens have also been learned. It is understood that government input should be increased in on-farm irrigation system development. During the reform of property right of on-farm irrigation facilities, leadership of government needs to be strengthened and farmers＂ participation needs to be encouraged by means of water user associations .
