少数民族地区公民政治行为理念的建设,不仅直接影响本地政治社会化的态势,还关系全国政治现代化的大局。为此必须开辟公民政治行为理念建设的集约化路径:一是发展经济为建设公民政治行为理念夯实物质基础;二是完善制度为建设公民政治行为理念营造体制环境;三是认同教育为建设公民政治行为理念形成思想素质;四是改进实践为建设公民政治行为理念提供现实保障。

To develop citizens＇ concept political conduct, intensive methods must be adopted. First, we should promote economic development to consolidate material foundation. Second, we should improve our system. Third, we should recognize the role of education in the formation of the concept. Fourth, we should improve our practice.
