湘、资、沅、澧“四水”流域污染治理投融资研究

On the Investment and Financing to Harness the "Sishui" River Basins

湘江、资江、沅江和澧水"四水"流域在实现经济高速增长的同时面临严峻的水污染问题,虽然湖南省加大了水污染治理力度,但在流域污水治理中存在着投资总量不足和投入资金营运效率低下等问题。积极探索多元化投融资机制,加大"四水"流域治污资金总量,建立、健全流域治污投资的市场机制并提高资金运作效率,有利于加快"四水"流域的水污染治理步伐。

Xiangjiang, Zishui, Yuanshui and Lishui are the ＂ Sishui＂ basins of Hunan. But they are severely polluted with the rapid growth of economy. Even though thd efforts of water pollution control in Hunan province have been strengthened , there are still some problems existing in the process, such as the insufficient total investment amount and low operational efficiency of investment fund and so on. Therefore, some measures should be taken in order to speed up the pace of harnessing＂ Sishui＂ river basins, which includes exploring diversified investment and financing mechanisms, and increasing total pollution control funds, establishing a sound market investment mechanism as well as improving the operational efficiency of the fund.
