摘要
通过问卷调查和访谈了解乡村医生医疗收入现状、主要影响因素,分析现行乡村医生报酬机制中存在的问题。结果显示:乡村医生的医疗收入水平低且不同地区间差距较大,且由东向西呈递减状;乡村医生收入高于当地人均收入水平,但尚低于期望报酬;各地普遍存在政府补偿不足、乡村医生社会保障缺位、乡村医生专业教育受忽视问题。结论:提高乡村医生的医疗收入;建立健全乡村医生社会保险制度;建立有效激励机制促进乡村医生继续教育;当地政府应根据具体情况制定有针对性的照顾政策。
Through the field investigation and interview to understand the current situation and the main influencing factor of rural physicians＇income, and analyze the shortcoming of the payment schemes. The results showed that the average income of rural physicians differs greatly in regions, increasing steadily from west to east. Besides, the rural physicians＇ average income is generally higher than the local average, but still lower than what they expected. What more, shortage of the government＇s subsidy and the social insurance was universally existed. Therefore, great efforts should be made to increase the rural physicians＇income, to establish and perfect the social insurance mechanism for the rural physicians. Besides, effective incentive mechanism should be built to promote the further education of rural physicians and reasonable subsidy plans should be formulated for rural physicians.
