高校对固定资产的管理模式应随时而变，以管理创新为主线，促进非经营性资产合理、有效、节约运行；保障经营性资产安全完整，实现增值保值。
The management model of fixed assets in colleges and universities should be changed as time changes in line with management innovation, promoting nonoperating assets to run reasonably, effectively and economically, and ensuring the security and integrity of the operating assets so as to achieve increase in value.
