地方政府行为与绩效评价——基于浙江省四市的实证分析

Performance Evaluation of Local Government:Empirical Analysis of Four Cities in Zhejiang Province

结合政府绩效评价的原则和内容,本文构建了评价地方政府绩效的体系。通过发放专家问卷并运用层次分析法,获得评价体系中各指标的权重。由浙江省四个地级市杭州、温州、金华、台州1992～2006年数据,结合权重数据,得到四市的评价结果。杭州在绩效评价中占绝对领先位置,但其优势随时间有所下降;金华列第二且具有较强的增长趋势,台州和温州绩效权重较为接近,前者呈缓慢增长趋势,后者下降趋势明显。排名结果优于以GDP指标为纲的评价体系,地方政府行为绩效的差异可以通过各市的发展模式解释。

According to the principle of evaluation of government performance,this paper builds a system to evaluate performance of local government.By using AHP method to analyze questionnaires distributed to experts,we acquire the weights of code of conducts.By combining the data of Hangzhou,Wenzhou,Jinhua,and Taizhou between 1992 to 2006 with the weights,we get the evaluation results of these four cities.Hangzhou takes an absolute lead in the performance evaluation.However,the advantage is diminishing during the period.Jinhua ranks the second and has a strong growing trend.The weights of Wenzhou and Taizhou are relatively close to each other,but the former has a smooth growing trend while the latter has a distinctive fall.The ranking results which are better than the evaluative system based on GDP index can be explained by the development mode of each city.
