质量改进在目的、要求、方法等诸多方面不同于质量控制,它需要特殊的环境条件。在所需的环境条件中,最为重要的是企业要形成真正从顾客出发、把顾客作为“上帝”的价值观。
Quality improvement is different from quality control in purposes, demands, ways and other fields. It needs special circumstances, and among these, enterprises establish such values as proceeding from customers and regarding customers as 'God' is the most important.
