关于推进我国巨灾债券的研究

Promoting the Application of Catastrophe Bonds in China

我国是巨灾损失最严重的国家之一,巨灾风险的潜在压力巨大,推进巨灾债券的开展具有积极意义。在我国具体操作环境下,开展巨灾债券所面临的现实问题主要包括市场、技术、法律监管、税收等。因此,"营造环境、建立指数体系、做好发行试点、稳步推进",是我国发展巨灾债券的思路。

In China catastrophes such as flood and typhoon often cause great damages and there are great potential pressures for catastrophe risks. Therefore it is very significant to study how to promote the application of catastrophe bonds in China. This paper conducts a feasibility study of catastrophe bonds and considers some problems that may prevent the issuing of the bonds both in the market environment and in law regulations. Based on the study, the author of the paper puts forward some suggestions concerning the application of catas- trophe bonds in China. That is, to promote catastrophe bonds, we should construct appropriate environment, establish the index system, make proper experiments of issuance, and develop steadily the business.
