商品流通秩序在形式上表现为一种组织和行为状态，实际上是利益分配的结构状态；引起商品流通运行无序的内因是各利益主体的独立存在及其矛盾性，外因是政府、市场中介机构、流通主体、消费者行为的失范；在协调各利益主体间矛盾的基础上，严格规范上述四者的行为，应是避免或消除流通运行无序的可行之计。

Sequence of circulation of commodities appears to be in the form of organized behavior. But in reality it is of distribution of interests. The inner aspects that intervene in the sequence of commodity circulation are the independence of each subject of interests and their conflicting interests, while the intervening aspects from outside are mdium agency of the government,subject of circulation,and misbehavior of consumers.Strict regulation of the four aspects mentioned above on the basis of adjusting conflicts among subjects of interests is a possible solution to avoid or eliminate disorder in the operation of circulation.
