Challenge of Scientific Development Outlook on the Status of Quality Management

从科学发展观审视质量问题产生的原因,阐述了以质取胜、以人为本、可持续发展等价值理念,认为只有真正树立起"大众质量观"、"可持续发展质量观"、"全面质量观"等价值理念,建立起系统有效的质量管理体制与运行机制,才能提升"质量领导力",才能迎接科学发展发展观对质量管理现状的挑战,并使质量管理在挑战中得到超越,最终成为落实科学发展观的支柱。

Causes of quality problems are examined from the perspective of scientific development outlook, followed by the explanation of some value concepts like winning success by quality, taking man as the foundation and sustainable development. It is thought that only when these value concepts of ＂public quality＂, ＂sustainable development quality＂ and ＂overall quality＂ are built up, together with the establishment of systematic and effective system of quality management and operative mechanism, can ＂quality leading ability＂ be improved, can the challenge of scientific development outlook on the status of quality management be accepted, and can quality management be made to be surpassing in the challenge and finally become the support of realizing scientific development outlook.
