由于玛纳斯河流域形成较早,灌区内包括众多用水单位,用水关系复杂,流域水资源管理问题突出。在论述玛纳斯河流域管理现状及存在问题基础上,结合河流保护与管理的目标以及国外河流保护管理的做法与经验,对玛纳斯河水资源今后管理与保护面临的困难和发展方向进行了讨论。
