摘要 国外农业发展政策与实践显示,可持续发展成为世界各国农业发展战略的核心。以生物技术、信息技术和生态农业技术为首的一批农业技术可以降低资源消耗、提高质量与产量、抵抗病虫害、保护环境、促进农业可持续发展,而成为各国农业科技创新战略的重点领域。根据国外经验,就中国农业科技创新提出建议:农业科技创新要抓住可持续发展这条主线;既要符合国家整体规划,又要满足区域性特征;要坚持前瞻性与适用性并举的原则;既要发挥政府的主导作用,也要发挥自下而上的灵活机制。 It can be identified from overseas agricultural development policies and activities that sustainable development has become the core of agricultural development strategy in many countries. A group of agricultural technologies headed by biotechnology, information technology and ecological agriculture technologies are characterized as resources cost saving, quality improving, output increasing, diseases and vermin withstanding, environment protecting, and agricultural sustainable development promoting. So they have become key fields of agricultural scientific & technological innovation strategy. In light of foreign experiences, four recommendations Are given for agricultural scientific & technological innovation in China: the principle of sustainable development should be followed as guidance; not only national holistic layout but also regional characteristics should be accorded with; both foresight and applicability should be highlighted; government should be dominant, while flexibility of mechanism from bottom to top is brought into play.
