摘要
农业剩余劳动力向城市转移过程中存在着城乡制度不平等、小城镇布局分散规模小、农业剩余劳动力素质等制约性因素。化解这些制约性因素,要积极推进城镇化进程,结合小城镇实际组织好劳动力就业、创业培训,下岗失业人员再就业培训,新行业新工种的培训;加快土地制度、户籍管理制度改革,保护进城务工农民的合法权益。
Several key elements restrict the transfer of agricultural surplus labor force in the process of urbanization, including inequality of systems between urban and rural areas, scattered coverage of towns, low quality of rural labor force etc. To cope with these problems, governments should take effective actions to encourage urbanization, create fine conditions for the uneraployed to receive start- up and reemployment training; and strive for further reforms in urban honsehold registration system to defend the fights and benefits for the rural surplus labor force working in the urban areas.
