This paper introduces the present situation of the utilization of foreign investment in Suzhou City, and through expounding Granger Causality Test on FDI and GDP of Suzhou City from 1990 to 2006, analyzes the influences of unified income tax rate on the foreign investment utilization and economic development, and puts forward some policy suggestions.
