摘要
能源安全、粮食安全是当今人类面临的两大问题。本文从战略角度分析了世界生物质能源发展趋势和当前"能源危机"和"粮食危机"背景下的生物质能源发展道路,认为生物质能源发展必将转到非粮生产,以非粮植物作为主攻方向;充分论述了林业生物质能源的优势和发展潜力,提出我国的国情和资源禀赋的现实条件决定了必须走有中国特色的"非粮"的林业生物质能源发展道路,并对我国林业生物质能源发展策略进行了思考;认为,发展林业生物质能源,有利于缓解能源、粮食、环境问题,有利于解决"三农"问题、发展山区经济,既符合中国国情,又顺应国际发展趋势;大力发展林业生物质能源凸显国家战略,是我国生物质能源发展的基本特色和战略重点,加强林业生物质能源的开发利用,是我国成为生物质能源开发利用强国的必由之路。
In the world of today, energy and grain safety are the two important problems that mankind are faced with. In this paper, the development tendency of bio-energy in the world and the development road of bio-energy under background of " Energy Crisis" and " Grain Crisis" were analyzed from strategic an- gle. It was considered that the bio-energy should shift to " no-grain" production and take "no-grain" plants for the direction of main attack. A full discussion was made on advantages and development potential of forestry bio-energy. At the same time, this paper put forward that the characteristics of China's actual conditions and the realistic condition of resource natural endowments decided that the forestry bio-energy development should take the " no-grain" way. And also deliberations were made on the developing tactics of forestry bio-energy in our country. Developing forestry bio-energy will be beneficial to alleviating energy, grain and environmental problems, and to solving " three farming" problems and economic development of mountain areas, and will accord with China's actual conditions, and also conform to the international tendency. Devoting major efforts to developing forestry bio-energy will conspicuously protrude national strategy, and is a basic characteristic and strategic priority of the bio-energy development in our country. To strengthen the exploitation and utilization of forestry bio-energy is the only route of making our country become a powerful bio-energy nation.
