论我国志愿者保障机制的完善——以“日本青年海外协力队”为鉴

Improvement of Guarantee Mechanism for Volunteers of China——Learn from the Experience of "Japan Overseas Volunteers"

志愿服务是培养公民意识、提升公民素质、维护社会稳定、促进社会和谐的重要载体,志愿服务能够在公共管理领域发挥强有力的作用。相比西方发达国家,我国在志愿者保障机制方面存在着很多不足,这些不足已经成为束缚志愿服务发展的"瓶颈"。志愿服务的发展需要每一个志愿者通力合作并无私奉献,因此志愿者保障机制中存在的问题必须得到足够重视并加以解决,为志愿者积极参与公共服务清除障碍并建立保障。本文基于我国志愿者保障机制的现存问题,借鉴"日本青年海外协力队"志愿者保障机制的成功经验,对志愿者保障机制的完善提出相关建议。

Volunteering service is an important carrier to educate civil consciousness, to promote civil quality, to maintain social stability as well as to promote social harmony. It can play a strong part in the public administration. Compared to developed western countries, there are a great many of shortages in our countries＇ guarantee mechanism for volunteers, which have become the bottleneck that shackles the development of volunteering service. The development of volunteering service needs each volunteer＇s co-operation and selfless devotion. To remove obstacles of the volunteers taking part in public service and the establishment of guarantee mechanism, these problems should be paid sufficient attention. Base on the existing problems in guarantee mechanism for volunteers of China and the analysis of the experience of ＂Japan Overseas Volunteers＂, some improvement suggestions for the guarantee mechanism of volunteer service are proposed in this paper.
