军人退伍安置有其特定的涵义、实质及功能。军人退伍安置的公共产品性、军事人力资本投入成本特殊性、军事职业转换的特殊性是国家对退役军人进行安置的理论依据。从民兵制和志愿兵制时期到全募兵制征募混合制时期,再到全募兵制时期,美国军人退伍安置法制经历了初创、形成发展和完善的历史演变。依法保障退伍军人的合法权益在很大程度上缓解了一些社会矛盾和冲突。

The bases of the arrangement of veterans include the speilic characteristics of the public products, the military human capital investments, and the transform of military vocation. The legal system of vaterans affairs in the U.S.A. went through the period of newly established, the growing period and the consummate period. And some social conflicts have eased.
